- Broadening military aid in Colombia could have a drastic effect on the country's already dire humanitarian situation. The 40-year armed conflict in Colombia has left almost 400,000 civilians dead. Many members of Congress have good intentions, and want to support an end to violence in Colombia. But adding more military aid is not the way to do it.

- The displacement is a direct result of the violence of a 37-year old internal struggle in Colombia that has claimed at least 35,000 civilian lives in the past decade alone. Originally triggered by confrontation over land, the current violence in Colombia involves state military groups, paramilitary groups, and armed insurgent groups. And, since the 1970' s drug trafficking has introduced a new element into the conflict. Indeed, there are currently so many militarized groups - from the army and police to various guerilla groups, contra-guerilla death squads and criminal gangs - in Colombia's political life that most analysts simply lump them together under the term "the armed actors.
