Primary Purpose:
In consultation with the Regional Coordinator for Asia and the Pacific, the Representative develops and guides (through team management approach using senior management team) CWS programming in Indonesia and East Timor to achieve Regional Objectives. The Representative oversees all CWS operations in Indonesia and East Timor, identifies opportunities for CWS Program Office engagement and support, provides program interpretation for CWS constituencies and donors, and as guided by the Regional Coordinator, seeks to add value to the work of CWS member communions in Indonesia and Timor Leste and maintains key relationships in Indonesia and Timor Leste, with an emphasis on ecumenical and interfaith institutions and networks. The CWS representative also supports the RC in achieving the regional objectives and as such there is a need to travel not only in Indonesia and Timor Leste, but also to other parts of Asia and Pacific.
Essential Duties:
Relationships/Representation
- Develop or maintain appropriate relationships with churches, councils, ecumenical and interfaith organizations and networks, NGOs and other civil society groups, international organizations, embassies, and colleague agencies.
- Seek ways to serve the regional and country-specific work of CWS member communions.
- Maintain positive relationships with governments of assigned country/ies and ensure that all laws and regulations pertaining to NGO work are followed.
- Maintain mutually supportive relationships with CWS colleagues in the Region and at HQ.
- Serve as the primary liaison between the Regional Coordinator and CWS staff and partner offices in-country. Ensure CWS staff and partners in-country are kept informed of key agency directions, strategies and policies. Provide Regional Coordinator with input that informs agency decision-making, contributing to strategic direction and policy development. Relate directly to HQ counterparts as agreed by the Regional Coordinator.
- Represent CWS at national meetings. Represent CWS at regional/international meetings as determined by the Regional Coordinator.
Program Development and Management
- Collaborate with the Regional Coordinator on long-range strategic planning and overall programmatic direction and growth in Indonesia and East Timor, in consultation with CWS staff (especially through a team management approach using senior management team) and partners in-country.
- Oversee all CWS country-level programs and operations in Indonesia and East Timor and regional programs/operations in the country as assigned by the Regional Coordinator.
- Collaborate with the Regional Coordinator and CWS staff and partners in the Region to develop programming to achieve Regional Objectives . Design and implement programming that will strengthen the capacity of local institutions.
- Develop and maintain a 2-year Country Plan and impact indicators for Indonesia and East Timor. Monitor and report progress relevant to Regional Objectives. Comply with CWS monitoring and evaluation protocols.
- Oversee and support the opening/closing of any Project Offices in assigned country/ies as determined by programming developed by the Asia Regional Team and the Deputy Director for Programs.
- Facilitate linkages among partners in the assigned country/ies, with an emphasis on program learning.
- Maintain knowledge of relevant external strategic planning reports and development goals and objectives published by national governments, World Bank, UN, or other agencies.
- Inform Regional Coordinator on emerging issues and trends and make recommendations for CWS engagement/response.
- Provide program/project information to the Regional Coordinator based upon agreed upon specifications.
- Ensure donor program objectives and reporting requirements are met in a timely manner.
- Maintain a clear organizational structure and ensure the Country Office and any Project Offices are adequately staffed to carry out planned activities.
- Develop and/or regularly update personnel policies and procedures compliant with country labor laws and CWS policy and ensure they are followed.
- Ensure Country Office and Project Office staff are provided with up-to-date job descriptions, regular performance appraisals, and opportunities for skills development.
- Take all reasonable and prudent steps to protect the safety and security of CWS staff in Indonesia and East Timor.
- Maintain good staff morale.
- Provide programmatic and managerial supervision and support to Country Office staff.
- Provide programmatic and managerial supervision and support to Project Office Managers, including guidance on all program, personnel, and management issues.
- Collaborate with CWS staff and partners in Indonesia and East Timor to prepare budgets for Regional Coordinator consideration.
- Oversee financial operations and reporting in Indonesia and East Timor, including audits and donor-fund management. Monitor financial operations to ensure that expenditures do not exceed the available resources, adjusting budgets to available resources as necessary.
- Ensure that financial systems are maintained in compliance with Generally Accepted Accounting Procedures (GAAP), HQ guidelines, and donor requirements.
- Provide financial reports and information to the Regional Coordinator or HQ as required.
- Collaborate with the Regional Coordinator to create and implement resource development and communications strategies.
- Assist in the identification and pursuit of funding opportunities that are consonant with the agency goals and identity, particularly at the country or regional level.
- As appropriate, form collaborative relationships with other NGOs, international organizations, and/or other CWS Country Offices for funding.
- Coordinate the drafting of proposals in keeping with the country plan.
- Host delegations, constituent trips, RDD Overseas Educational Experiences, and donor and denominational visits.
- As guided by the Regional Coordinator in consultation with the CWS Marketing and Communications Department, interpret the country program to CWS and its constituencies.
- Serve as a focal point for CWS work in Indonesia and East Timor.
- Provide information and recommendations to the Regional Coordinator on matters related to CWS operations and programming.
- Participate in meetings convened by the Regional Coordinator or Deputy Director for Programs.
- Provide appropriate assistance to visiting staff or others as needed.
Other
- Know and follow all HQ guidelines, protocols, and procedures relevant to responsibilities.
- Ensure that leased/owned property and equipment are properly utilized, maintained, and secured.
- Translate documents addressed to and emanating from CWS as necessary to facilitate planning and communications.
- Perform other duties and activities as deemed necessary.
Qualifications:
Education:
A minimum of a Bachelor’s degree in a related field is required. A Master’s degree in a related field is highly desirable.
Skills/Experience:
- Excellent interpersonal skills, teamwork skills, written and verbal communication skills, facilitation and organizational development skills, and computer skills required.
- 4 to 7 years experience in an overseas management role in a development organization required. Experience in administration of overseas development or humanitarian assistance programs in Indonesia and East Timor or elsewhere in Asia and the Pacific highly desirable; experience in both development and humanitarian arenas preferred.
- Demonstrated commitment to ecumenical cooperation.
- Experience providing funding and other support to local non-governmental organizations very useful.
- Previous experience living and working in assigned country/countries desirable.
- Experience facilitating disaster response and development programs desirable.
- Fluency in English, written and spoken, required. Fluency in local language desirable.

Keep up to date with “best practices” and establish or adapt procedures that balance business performance with CWS’ ministry and values. Model creative and effective use of technology.

Resource Building and Stewardship: Plan budget needed for program or department and oversee activities to obtain needed resources. Manage relationships with donors or partners to assure continued support. Develop opportunities to build support for CWS among new donors or partners. Manage staff and systems to make sure resources are used effectively. Promote CWS’ mission, programs and services and inspire people to donate resources and support. Be entrepreneurial in identifying new revenue streams and new ways to support CWS’ work. Interprets CWS’ policies on stewardship and accountability for its resources to the public.
