
In 2004, the program begins providing religious services
to immigrants detained by the Department of Homeland Security (DHS). The DHS
contract with Church World Service Immigration and Refugee Program to provide
these services follows a decade of advocacy seeking spiritual care for immigration
detainees of all faiths.

is checking his father's hand stamp, while the sister, who speaks English,
consults with the attorney. Also in the sally port are an inmate working as
a porter, and a guard.
